The Administrative Law Department is comprised of experienced attorneys in Public and Private Law as well as skilled advisors for public agencies, corporations and private citizens and highly skilled in Administrative Contentious proceedings involving the public sector. The area extends to Urban Law, Expropriations and Eminent Domain, Hydrocarbons, Electrical Power, Public Procurement Processes, Public Transportation, Mining Law, Maritime Zoning Legislations, Tax Law (defense before State and Municipal Courts) and litigation procedures in the Administrative-Contentious Court.
Special attention has been emphasized on issues of “punitive administrative law” in “Public Sector Law” including description of offenses, the rule of law, degree of sanctions, presumption of innocence, the right to testify or not against oneself, cautionary measures among other related topics. The group has also addressed topics including hydrocarbons, legal regimes and administrative inspection agencies, public utilities and telecommunications.

The Administrative Law Department is headed by expert partner Juan Carlos Castro Loría, who is also an outstanding academic in this field and author of various noteworthy publications on this subject matter. Loría is former Secretary of the Sala Constitucional – Costa Rica´s Constitutional Court, Judge and Justice of the Administrative Contentious Court. He is currently a lecturer at the University for International Cooperation on the country´s new Administrative Contentious Law Code, Costa Rica´s Public Law Promotion Fund as well as C & S Consultants.
